American Electric Power, often referred to as AEP, is a major U.S. electric utility based in Columbus, OH, that operates in 11 states. In Texas, the company operates as AEP Texas with two units – AEP Texas North (formerly West Texas Utilities), which operates in west Texas, and AEP Texas Central (formerly Central Power and Light), which operates in central and south Texas. AEP Texas Central joined AEP in 1997.

Understanding energy deregulation in Texas

With more than 29 million residents Texas is one of fastest-growing and most populous states in the United States. In the past it wasn’t possible for Texas residents to choose their own energy company. Utilities held a monopoly over service areas during this time, but that all began to come to an end in 2002 as Texas emerged as a leader in energy deregulation.

Once deregulation took hold, the utility companies stopped selling directly to consumers and focused instead on the maintenance of the energy infrastructure (power lines, equipment, etc.) and the delivery of energy to end users. The sale of electricity was taken over by independent providers, called Retail Electric Providers (REPs) in Texas. Another benefit of having REPs is the ability of low-credit consumers to find a no-deposit retail energy plan, though often at higher rates.

In Texas if you fail to sign up with a REP, the Texas Public Utilities Commission will assign a Provider of Last Resort (POLR) to supply energy to your business or home. Whenever possible Texas residents should avoid this as it is more expensive than choosing service with an REP. This is just one way you can save money on your electric bill.
