Pennsylvania’s legislature deregulated the industry in 1996 through the passage of the Electricity Generation Customer Choice and Competition Act.

New York’s deregulation also began in 1996, but the process looked a bit different. The Public Service Commission began to slowly deregulate the industry over a period of several years.
