Kingwood energy deregulation

Energy deregulation – you can also call it energy choice – got its start in Texas in January 2002. Previously, each area of the state got electricity from one company – a utility. It controlled generation and delivery, with the state having the final say on rates. Consumers had no choice under that system – where they lived determined their electricity provider.
